Within the knowledge sector, core academic values (e.g. academic freedom, research integrity and openness) constitute the touchstones for our actions. State-actor threats can undermine these core values in the case of international collaboration. At the same time, measures relating to knowledge security should never lead to discrimination or arbitrary exclusion.
